Strengthening the Solar Workforce: New National Guidelines Approved
The US Department of Labor (DOL) has taken a significant leap forward in enhancing the renewable energy sector by endorsing national standards for Registered Apprenticeship Programs specifically tailored to the solar industry. These revamped guidelines, crafted through collaboration between the Interstate Renewable Energy Council (IREC), the Solar Energy Industries Association (SEIA), and the Midwest Renewable Energy Association (MREA), are designed to establish a comprehensive and uniform approach to training and certifying solar technicians nationwide.
“By adopting these apprenticeship frameworks, we can strengthen our workforce of over 280,000 individuals in solar energy and storage by enhancing access to quality training opportunities,” stated Erika Symmonds, SEIA’s vice president of equity and workforce development. “With consistent growth in this sector, it is crucial that our educational tools evolve accordingly.”
Addressing Workforce Shortages with Structured Training
This new set of guidelines represents a vital step toward meeting the increasing need for skilled professionals in clean energy roles. Experts have indicated that as America’s solar capacity continues expanding, an alarming skills gap threatens progress within this essential industry. “Registered Apprenticeships enable clean energy companies to cultivate a capable, diverse workforce through effective training strategies,” noted Richard Lawrence, Senior Director of Workforce and Industry Engagement at IREC. “These guidelines serve as an industry benchmark that aligns with worker development initiatives across the board.”
Competency-Based Training Tailored for Key Roles
The established guidelines introduce competency-based frameworks aimed at several pivotal roles within the solar sector including photovoltaic installers, system designers, and maintenance specialists. Employers implementing these RAPs will benefit from a steady stream of well-prepared talent while simultaneously addressing labor shortages and enhancing job quality throughout this crucial field.
“The new guides relate directly to DOL-recognized apprenticeships like Construction Craft Laborer,” explained Lawrence further; “Apprentices tasked with solar projects can expect hands-on mechanical duties while aiding various skilled tradespeople—from electricians to carpenters onsite.”

This initiative is part of broader efforts by President Biden’s administration aimed at bolstering renewable energy infrastructure while creating lucrative jobs supported by unions.
