This move casts doubt on the future of the Atlantic Shores project, which was intended to become New Jersey’s inaugural offshore wind farm. Following news that global energy leader Shell has withdrawn from this ambitious endeavor—expected to generate 2,800 megawatts of electricity sufficient for over one million homes—the project now faces serious obstacles.

The BPU’s resolution comes directly after Trump issued an executive order on January 20 that imposed restrictions on offshore wind developments. Shell had been working as a partner with EDF Renewables (each holding half ownership) for Atlantic Shores before reversing course. Shortly thereafter, Trump publicly criticized New Jersey’s attempts at promoting offshore wind energy through social media channels.
Citing “uncertainty driven by federal actions,” Christine Guhl-Sadovy, president of BPU, asserted that despite recognizing various benefits offered by the wind industry, pursuing additional projects at this moment could not be justified responsibly.

The Board did not terminate the Atlantic Shores initiative entirely but effectively limited its progression options significantly.
