This has recently surfaced within Deloitte itself regarding its association with CUTRIC.
Deloitte’s Role in the Controversy
A recent Brampton staff report (Brampton Transit-2024-346) authored by Scott Gillner and approved by Heidi Dempster mentioned Deloitte’s involvement repeatedly:
“Deloitte was engaged by CUTRIC for comprehensive life cycle economic analysis associated with this study.”
This acknowledgment is striking considering Deloitte’s longstanding commitment to integrity since its inception 175 years ago.

A Misrepresentation of Costs and Findings
The partnership between CUTRIC and Deloitte raises questions about reliability given our critical review discovered at least $1.5 billion savings favoring battery-electric-only options versus what was claimed as “material” savings of merely $10 million in materials related concerns in the initial documents provided by CUTRIC.
- $1.1 billion arose because hydrogen acquisition costs were projected so far into the future that inflation discounts effectively slashed costs significantly.
- $200 million increase accounted for realistic gray hydrogen transportation expenses instead of optimistic projections.
- $100 million reduction based on improved longevity estimates for battery replacements which are expected to decrease substantially over time.
- $25 million extra needed for hydrogen fuel cell replacements as real-world usage indicates much shorter lifespans than anticipated—averaging three years only under current market conditions.
- An additional $25 million tied up in carbon pricing ignored previously overlooked aspects attributed directly due to gray hydrogen cost factors not considered initially.’

Thus emerged an unexpected conclusion; although recommending numerous hydrogen buses represented higher expenses overall according requested plans presented still switching just around replacing even less number batteries would become more cost-efficient almost immediately.
