Urgent Action Needed for Biodiversity in English Local Authorities
A recent study unveiled today by Wildlife and Countryside Link highlights the struggles faced by English Local Authorities which are stretched thin and inadequately funded. These councils are finding it increasingly difficult to meet legal timelines for implementing necessary actions aimed at nature recovery, as well as establishing supportive policies.
The Wilder By Design Campaign Launch
In response to these urgent findings, nature conservation organizations such as RSPB, The Wildlife Trusts, Friends of the Earth, and Woodland Trust are rolling out a new initiative—the Wilder By Design campaign. This effort aims to influence upcoming reforms in the Government’s Planning and Infrastructure Bill to foster a planning system that not only curtails harm to biodiversity but actively promotes wildlife restoration.
Key Findings from Freedom of Information Requests
A detailed Freedom of Information inquiry sent to all 317 English Local Authorities resulted in 294 responses revealing concerning statistics:
- Only 41% (121 out of 294) have actively considered necessary biodiversity actions supported by relevant policies. Conversely, the other 59% lack comprehensive strategies or any significant objectives related to biodiversity.
- A third (34% or 99 respondents) have fallen nearly one year behind on their mandatory obligations regarding ‘first consideration’ actions for biodiversity recovery.
- A quarter (25%) have initially complied with legal mandates but failed over time—almost a year overdue—to generate supporting policies or objectives.
- An alarming rate of almost half (48%, translating to 140 out of 294) lack adequate biodiversity-related policies or objectives regardless of whether overarching actions were considered.
Pioneering Examples Among Local Councils
Noteworthy high-performing authorities include:
- Bolsover District Council: Initiated a Local Nature Recovery Summit involving broad stakeholder engagement resulting in four key action pledges aimed at boosting local financial support for nature recovery efforts by an ambitious margin of 50%.
- Solihull Metropolitan Borough Council: Developed an extensive Natural Capital Investment Strategy alongside an actionable Delivery Plan focused on fulfilling its Biodiversity Duty throughout various council functions.
- The Greater Cambridge Area: Since July 2019 has declared an ecological emergency influenced by robust policy frameworks and adopted a ‘Doubling Nature Strategy,’ equipped with annual reviews that ensure comprehensive implementation resources towards achieving Biodiversity Net Gain in new projects.
Biodiversity Duty Under the Environment Act
The Environment Act established a ‘biodiversity duty’ mandating that Local Authorities deliberate over feasible conservational strategies designed to enhance natural ecosystems. The deadline was set for January 1st, 2024—to delineate these initial considerations—with respective policies needing rapid endorsement thereafter followed by progress reporting due no later than January 1st,2016.
This critical duty encompasses various responsibilities across local governance activities impacting environmental integrity—from traffic management related air pollution down through park maintenance practices. Pertinently involved is urban planning which plays a fundamental role spanning from formulating effective Local Nature Recovery Strategies within community plans through promoting access points toward green spaces outdoors while prioritizing impactful biodiversity initiatives integral towards cultivating vibrant wildlife habitats amidst local surroundings.
Richard Benwell CEO from Wildlife & Countryside Link emphasizes “The infrastructure planning process offers unique advantages when rooted deeply within ecological necessities—by fortifying healthier communities leading ultimately into reduced public health expenditure along with improved air quality whilst building climate resilience frontiers.” He suggests “the imminent Planning & Infrastructure Bill can be more than simply mitigating adverse effects—it must underscore larger aspirations bolstering expansive natural spaces around us.”
Ecosystem Health Takes Precedence Over Development Hurdles

Beccy Speight—the Chief Executive Officer at RSPB underscored “Nature ought never take second place whenever considering where developments happen; regrettably often it becomes sidelined.” Furthermore she noted “Local Planning Departments experienced acute budget constraints over previous ten years resulting insufficient staffing levels especially among specialists—essential gaps inhibit meeting ecological standards required—all stakeholders deserve conscientious collaboration addressing housing needs simultaneously focusing preserving our ancestral landscape.”
Becky Pullinger adds direly “a clear urgency prevails amid rising counts indicating considerable underperformance—a majority failure precisely targets set forth regarding future housing construction timelines while acknowledging national energy needs exacerbates bringing urgent solutions forth.”
Dr Paul De Zylva stressed discontent calling today ” truly alarming when critically assessing apparent voids missing progressive plans facing colossal challenges encountered locally especially considering curtailed funding hampers forward momentum urgently pursuing coordinated targets.”
